Steal the money and you should have over 10000 when you reeach Pribyslavitz. Before that stop in Talmberg quarry and speak to Rupert, you need Stone to keep building. Use the Speech check to reduce the price to 3000. Then pickpocket him to get the money back (save before just in case). Return and start building the Tavern.

I almost always make the best income on looted armour.
